I've taught several people simple and roll casting techniques. I always speak of it in terms of pendulums and perpetual motion. This is a good place to start because it'll keep them from snapping off the fly on the back cast. Have her practice false casts within the generic 10 to 2 to 10 o'clock motion, using her elbow as the fulcrum. Hold her arm at let her muscles learn the motion without using her shoulder--this dynamic may not be possible for a shorty. Let her get that down pretty well before you show her the power stroke and the wrist flip. She'll probably do the latter on her own. Once this is pretty well down--work on tightening those loops--this I can't solve, as I still am plagued by wide loops and wind knots (what we call wind knots, we all know to be fisherman-arial agression knots).
Hope this helps
