Perhaps your lack of success using CATS for bait is due to your fishing them 'dry'. You should fish them 'wet' by weighting your leader. For an average size housecat in moderately fast water, I find a half of a cinderblock is about right.
Also, please don't dump out your unused catbait when you're done fishing as this is what causes these 'exotic' species to proliferate in our trout streams!
