Fishing Above Horsetrough Falls

Has anyone fished above Horsetrough Falls in the Chattahoochee headwaters? I've read this is a renovated brook trout stream but the topo maps I've looked at don't indicate any access. Does this water actually hold brookies and is there access besides rappelling the falls?
