I am guessing that the super tiny hackle on the gnat comes from the upper part of the neck hackle versus saddle hackle?? yes/no?? if so where can I get just some of this hackle in small quantity...prefer not to buy a whole or half neck...I have seen smaller hackle packs but never this small stuff.

It can come from both. The base of a neck has the smallest hackle. Some down to a 28 and smaller.
A good quality saddle can have sizes down to a 22. Hoffman now sells 1/4 saddles for certain sizes (ie 16-22 and 12-16). Long stiff hackle that can tie several flies. I think the best value is the 1/4 saddles because you only get what you want. Hoffman also sells smaller saddle packs but I haven't seen these in local stores yet.
