If I pile up the thread on a streamer head ( not even sure it can be done) so that the top of the head has a little cup on it, ( like the lip on a minnow plug) and saturate it with head cement, Bondini..whatever....I think that it would cause the streamer to dart upwards when given a good jerk. Would that work ( the piling up), or is there somethin else I cold use to make a " lip" on the to of the hook. Beyond that, would a " lip " on the top of th ehook cause the streamer to " roll " when tugged? Birddog......you out there? All ideas and guesses welcome !

N/O...try this for an experiment..I have used this to make a diving lip on a streamer and it seemed to work well. Tie in some deer hair just behind the eye as you would if stacking hair in a muddler or b****fly. Instead of spinning it around as you add thread and stacking more hair just use the one bundle. Then bend/push the front of the bundle back and wrap the thread in front to keep the bundle pushed back. Then trim with a razor blade to shape into a lip. This is my own technique so I don't have any idea if anyone else does it this way but it seems to work.
Also if you tie in a monofilament loop right at the bend of the hook and add a "tail" fly you can get some rapala action. TIe a Matuka feather streamer with some flash, clip off the hook or leave on depending on the regs, then thread onto some monofilament. Tie in the mono just at the curve in the front hook. Use a shorter hook (like an egg hook) for the front fly and tie a woolly worm or streamer or whatever!! THe tail definitely gives the fly some action!!
HAve fun.
