i have tied this for the bass in a pond near my house that are constantly going after dragon and damsel flies in the evenings.

hook: size 8 dry fly ( i used some hooks you get from walmart)
thread: black for tail and as rib, yellow for rest of body
eyes: black beadchain
tail: yellow or chartreuse bucktail tied extended
body: yellow dubbing
wing: white polypro yarn
hackle: ginger
fishing note: i have noticed that most dragons and damsels get knocked in the water when wind blows them into the water. they struggle quite a bit to get back airborn and usually don't stay there long. i would fish this near cover and make quite a bit of commotion with it.
