Saw your message about Mountaintown, and also got connected with what you'd sent to the Cohutta TU chapter.
1 - Coosa Valley chapter was always the point on those projects, and I don't think even Cohutta was helping by the early 1990s. Someone in that chapter probably still gets back in there, and they're having a function this Saturday in (I guess) Rome.
    see https://coosavalley.tu.org/
2- there was a USFS fellow 5-10 years back who was trying to put in a formal trail from the Bear Creek bike parking lot (I think - never been over there) to the creek just above the houses. I think he left the district shortly after that, and it really didn't get followed up. But i'd guess that's how fishermen get in there mostly.
4 - the Pinhoti trail (?) comes down off the mountain into there, and may also have a mt. biking designation or additional trail. Conflicts on that use was something the ranger in point 2 was trying to iron out.

That's pretty much all I have. If you can make that function at Ridge Ferry park, That'd probably be the best place to start.

    Good luck.
