Saw something unusual at Buford Dam

I was there today when I saw a guy throwing a cast net at the boat ramp. One of those circular nets with weights on the end. Unusual to me and is it legal?

This is not the actual rod used in the Yellowstone Anglers 6 weight Shoot-out, but it is the same make, model, size, weight, etc. of the winner-Douglas Sky 9' 6 weight.
