City of Roswell. The land was purchased in August of 2000, about 144 acres.

The Big Creek Parkway was purchased with TSPLOST funds (Transportation), but not the park itself.

I can't find any information that shows the land was bought with SPLOST funding. The land acquisition was in 2000.

Being that close to a river trib, you would think an environmental impact study would be required. OR--maybe one has been done ? And--how often is an 18 year old public green space sold by a municipality to become a private property ? The article does say this complex will be privately owned. Very different from Roswell developing an existing public park to become a public sports center.

Strictly speaking it was going to be a long term lease, not a sale.
