Default Kayak Launch

Just a little vent here, I utilize the kayak and canoe launch sites on upper chattahoochee river, namely highway 115 and Duncan Bridge. You have to pay $5 to park at both sites, but the steps that go down to the river are in terrible shape, some are actually dangerous with rebar sticking out of ground. It would seem that if DNR is going to charge you to park they ought to keep it up.
I know you get the sob story they don't have funds but how much does some 4 by 4's cost.
