as an FYI, if you are a disabled vet you can get the NPS (america the beautiful access) pass free of charge with a VA rating letter, this will also allow you to get the 50% off of all amenities, passes and such from the Army Corp sites so instead of 30 your COE pass would be 15.00, same goes for the campsites, rv sites etc.....

You can also get it at Roberts road park. There is an automatic dispenser there.

you can purchase online, from ranger @ Island Ford or from the machine @ Jones Bridge. I've heard that there is a machine @ another park as well but not sure where

If i am new to the dam, where should i aim to be parking and where should i get in to wade? Any other tips would be incredibly appreciated.

I (and other anglers there at the time) parked in the first lot on Little Mill Rd off of Buford Dam rd. Then walk the path across the foot bridge and drop in wherever you can and you're good to go.

Also, at the dam you must have a PFD. It's 4 dollars to park for the day.
